Apps refresh with background app refresh off

Has anyone else noticed apps refreshing in the background with the background app refresh turned off. Twitter App has been using 40% battery sitting on the counter with the settings turned off. Apple gave me a generic response online and did all that, but this seems like iOS 14.0.1 has a bug to me. Why would an app be doing that with the settings turned off otherwise? Twitter did not respond at all.

Twitter app does not allow me to turn off background app refresh, draining my battery. Recently noticed my battery life took a huge nosedive. Looked at power usage and saw that Twitter is responsible (71% usage compared to the next closest app at 8%). I have background app refresh shut off for all apps in my main settings, but when I went into the settings for the Twitter app I found that background refresh is not only on but grayed out so I am unable to turn it off. Does apple know about this? How is this acceptable? Circumventing the abilities of the phone (not to mention my own choice).

background activity Background app refresh is completely off for all apps. However, when checking the battery activity, some apps show Background activity. Most of these apps are Meta apps, Instagram, WhatsApp, Facebook, etc. Why are these apps operating in the background with background app refresh off?
