Twitter app does not allow me to turn off background app refresh, draining my battery.

Recently noticed my battery life took a huge nosedive. Looked at power usage and saw that Twitter is responsible (71% usage compared to the next closest app at 8%). I have background app refresh shut off for all apps in my main settings, but when I went into the settings for the Twitter app I found that background refresh is not only on but grayed out so I am unable to turn it off. Does apple know about this? How is this acceptable? Circumventing the abilities of the phone (not to mention my own choice).

If Background App Refresh is off for all apps the switch for any specific app is meaningless, because all of them are off. But if you want to turn off Twitter anyway turn Background App Refresh ON at the top of that page, then you can turn Twitter off, then you can turn the switch at the top off again.

Background app refresh doesn’t stop all background activity, all it stops is apps “deciding” they want to do some processing, such as database maintenance, when they are not the active app. It doesn’t stop event driven background processing, such as responding to a notification. An app that receives a notification, such as a new post, is allowed to run to process that notification. It’s likely that Twitter got “stuck” on a notification. Considering the condition of Twitter at the moment that isn’t surprising.
