Pair 2 watches on iPhone with Watch is 7.01

Hi

I currently own an Apple Watch 4 that is paired to my iPhone XS Max. I was considering purchasing an Apple Watch 6 with the view to pair that my phone and have 2 watches. I note that this option is no longer available on watch os7.01 (previously you had the option to pair a new watch on the same phone). I don’t want to go son the route of family share. Has the the option been removed due to family share?


Photo below - the option to select different watches (and pair new ones) has now gone.
