Unable to get pass activation lock

Hi - I bought Ipad mini 2 for my sister and now she doesn't remember the apple id used. I can't get pass activation lock as I don't remember the apple id she used nor does she recalls it. Tried looking up apple id but using email address and first, last name it says no apple id found.

Kindly help.
