When dialing a call my iPhone 11 max freezes and the dial tone stays locked on for 30 - 45 seconds

When dialing a call my iPhone 11 max freezes and the dial tone stays locked on for 30 - 45 seconds. Sometimes it stops and sometimes I have to restart the phone. This happens daily and I have to make calls all day. I have done all then updates and have reinstalled the iPhone as new several times but the issues always comes back. I have received 3 new iPhones and set them up from scratch each time and it works great for a week or so them reverts back to the same issue. Please help me figure out what is causing this to happen all the time.
