When you deleted all your photos from your phone, did you delete them from within the Photos App?
If so, did you also delete them from the Photos’ “Recently Deleted” folder?
(They’ll stay there for about 30 days, unless you restore them or delete them, from there.
It’s sort of like a “Trash” folder, on a computer.)
You should also follow the instructions within the document linked to by Pactricia666.

You need to follow the instructions in the article linked to in Patricia666's response. Just deleting photos will not clear "other".
