failling to make calls

my iphone 6 plus does not want to make calls, its just saying call failed directy after calling

and its diverting the calls coming to my phone but the call forwarding is off

how do i fix it?

Call failure I generally can't make or receive calls from my iPhone x.I dial the number and call but it immediately writes call ended and never places the call.If someone calls me,I pick it up and it ends immediately in milliseconds.Please why is this? I have reset network settings and every other recommended step but it doesn't work.

My iPhone 13th stopped allowing me outgoing calls possibly incoming also, it just says call failed When I try to make a phone call my iPhone 13 says "call failed. "I went into settings and looked at call forwarding which I do not use by the way, it did not have a toggle and was just twirling. I reset to factory settings, airplane mode is not on etc.
