Error Message 0x80070141

When trying to send videos taken with my iPhone 11Max to my computer I get error message 0x80070141 and the message that the attached device is unrecognizable. Reboot everything and some times I can successfully transfer a video file to my computer but when attempting to transfer a second file, the above message is displayed.
