my locations services off by mistake and now it’s nor on neither clickable i tried multiple time

You might have restrictions enabled.

Check Settings>ScreenTime>Content&Privacy Restrictions>Location.... that option must be set to "Allow".

When done, restart your iphone then test Location Services.
