"iCloud Music Library Is On" and I can't turn it off.

So I was trying to add a new playlist to my phone but i couldn't because the icloud music was on. When I went to go on my phone to turn the setting off it didn't show up. I don't know what else to do. My phone has been updated to IOS 14 but I can't figure out what to do, last time I had that problem I could fix it easily, but i cant now. I could really use some help. I've looked on your different links but none of them could help me at this possible moment.
