Even after updating the ios the notes app still has terrible lag. Is the problem just being ignored or will there be a fix. All suggested fixes only work on a short term basis and it has made the notes app completely unusable.

Notes is a great application, and it's very important to not freeze unexpectedly. You mentioned having tried some troubleshooting steps that provide a temporary resolution. Did you try the steps outlined in the article linked below?
