I am using Catalina 10.15.7. When I shut down the laptop and restart it reverts back to an older desktop background. I have changed it numerous times and it always goes back to the background I was using before updating. Is there a fix for this?

Takes noticeable longer to get to the login screen, does a 5-15 minute disk repair before it fully boots up, and certain system caches get cleared and rebuilt, including dynamic loader cache, etc.

What screen are you talking about.
If Filevault is enabled the preboot screen can be different yes. You have to ask yourself: 'is this mission critical to your work flow(?)'
The preboot partition contains the code which handles the login for an encrypted drive, after that is successfully unlocked it is handed off to the main OS
When you have an encrypted boot volume you receive a log-in screen before the main OS boots, you have to authenticate that in order for the encryption key for the boot volume to be released.

Thank you for the suggestion. I started my laptop in safe mode. The desktop picture that was on when I shut down was on when I started up in safe mode. I let the laptop sit for about 15 minutes, shut it down and restarted. It reverted back to the old desktop picture.
