Can I use an iPhone power cable to safely attach a USB device to my MacMini lightning ports? Also, can I safely charge my wireless keyboard with a lighting-to-lightning cable.

The Mac Mini does not have Lightning ports. I suspect that you are looking at the Thunderbolt 3 (USB-C) ports. See the Connections and Expansion section of https://www.apple.com/mac-mini/specs/ for more information.
