If it has been dead for a long time, the battery is likely shot now. Lithium batteries do not recover when allowed to sit and fully, 100% discharge. When that happens, they cannot take a charge again. That’s why the devices actually auto shutdown when your battery gets low, so they cannot fully 100% discharge. But if not charged fairly soon after shutting down, the battery will slowly continue to dissipate the remaining residual charge and end up fully discharged and ruined.
You basically cannot park any discharged or low power lithium battery on a shelf for very long periods. That will ruin them.

Perhaps it's Time for a new iPhone?
My oder iPhone is 6 years old - it will no longer upgrade. When it goes dead or a decade has passed, then I'll get myself a new secondary iPhone.
So, see if a new battery works. If not, it's time for a new iPhone - one that installs security updates and is not obsolete.
