Email forwarding not working, what should I do?

I set up email forwarding and I want to change my password so that I can log in to the website on my PC, but it isn't working. The link isn't being forwarded to my email address. I turned off email forwarding and turned it back on; I've changed the email address being used. I've tried having the link reset multiple times and it's just not working.

Because I’ve used “Sign in with Apple ID”, there is no password. What is the solution to this problem? I also used Apple to create a new login - and there was no prompt for a password so I have no idea what was used. I requested the site to rest my password but I am not receiving the reset email. I have checked email forwarding - and it's correctly set up as my primary iCloud email. I have also checked my 'junk' folder and there is nothing in that. I see that numerous other people have this question as well ....

Did you setup email forwarding correctly -- Automatically forward email in Mail on iCloud.com - Apple Support? And what password are you looking to change? Your Apple ID password?
