My mac Volume defaults to max

I have three output devices. One is not operating.

One ais my Macbook Pro Speakers and one the LG UltaFine Display Audio

No matter which I chose, it always defaults to Maximum volume

If I open Sound >> Output preference pane and set the volume to half, switch to another output device and back, it is again set to max volume.

This is very disagreeable and may have started after installing the famous Mojave 20-005 Supplemental Update although I am not sure

How do I fix this?

MacBook Pro 15”, macOS 10.14

Try resetting NVRAM/PRAM http://support.apple.com/kb/ht1379
