Can someone please help? I have an iphone11 that can still receive notifications, search apps, face ID still works but, I can't even open apps or shut down. I'm super frustrated and nothing is working to shut it down. When I press the power button, siri pops up. When I try to turn if off, it isn't working. Someone please help me!

Then there is something wrong with your phone and I would recommend you schedule an appointment at your Apple Store Genius Bar for evaluation.

If you had said you wanted to Force Restart your phone, the procedure you found is indeed the right procedure, but it is NOT required to power off your phone. The directions I provided of pressing BOTH the power and volume up button at the same time is the actual procedure to get to the swipe to power off slider.
I tried doing that, but my iphone was just not working. I couldn’t turn off my iPhone either, the only thing that works is Siri (who couldn’t open any apps), faceID & password and the search bar. Thank you!
To power off iPhone 11, press and hold BOTH the power and volume up buttons at the same time till the swipe to power off slider comes up, then slide to power off.
That didn’t work, luckily I searched up YouTube. I had to press the volume up and down quickly then hold the power off button. That allowed me to reset my iPhone. Thank you for helping!
