Trying to Install macOS on separate APFS but volume is un-bootable.

I'm trying to add a second volume so I can boot from two different systems. I just upgraded to macOS Catalina. I'm using this article: Installing macOS on a separate APFS volume - Apple Support

I am able to create a second volume but it is not bootable. I tried this in Catalina and also recovery mode with the same results. Any help would be immensely appreciated!

The installer makes it bootable. Just creating a Volume will not bless it as such in any way. It needs to have the OS installed on it to make it bootable.

I got no love from the High Sierra installer, though. It could not see the volume.

Mojave installed on the volume just fine, though.

Based on the article you linked, if you want to have High Sierra installed, you need to start with that, then create new Volumes for later OS versions.
