I have an iPhone 8 and a 64-bit cell phone, and my device was switched off and I took it to the mobile shops and said it needs updating, but the phone is full and it must be formatted. Is there a solution other than I can make formate for it because it has important things ?

You will have to follow through with the restore. You may lose everything since your weekly/monthly backup.

The phone is in recovery mode. You will have to plug it into your computer and restore iOS. Anything on the phone that was not already backed up or synced to the cloud is gone.
