Easiest way to tile photos for large prints

I have tried Adobe Acrobat Reader. It supports tiling, but it doesn't give me the right controls over printing. For example, I might want to print on legal size paper (8.5x14 inches), with the paper in portrait orientation. That lets me print photos that are almost 14 inches high. Then I tile as many sheets across as necessary. Acrobat Reader doesn't give me any meaningful controls over the layout or paper choices, at least as far as I can find.

Is there a good application with clean interface that will let me print this way?
