iPhone 11 is frozen on lock screen. When try to power off or cancel phone calls 911 when I try using volume and side button to turn it off. Also phone Is talking when I try to power off. Help!

You apparently have enabled Voiceover, a feature for vision impaired users. Just tap twice anywhere you would normally tap once, then go to Settings/Accessibility and turn it off. Or say “Hey Siri, turn off voiceover." After you follow brenden dv’s instructions.
iPhone 11 is locked and frozen on screen to slide to power off and SOS emergency sos and cancel. When I tried using volume button and size button phone called 911. Also phone is talking when I try to hit cancel. Help
