I got this message at the bottom of my photos page, "Last updated on Sep 28, 2020 · Unable to Upload 152 Items"
Where do I go to understand why the 152 items wouldn't upload?

Do you have an "unable to upload" folder/album? If so, the 152 should be in there. Have a look at them, and see if there is anything unusual about them. If not, create the smart album with condition photo is unable to upload to icloud photos.

Create a smart album with the following criteria:
That should show you which ones they are.
