What should I do? This is a new watch to me and before I bought it it had been turned off for a while and now it will not go past the Apple sign with the twisted lines part. Also my phone only says reset and cancel with no other options.

What version of iPhone and what version of iOS do you have on it? It may be a problem with the iPhone, not the Watch.
I have a iPhone 7 and it has the latest update 14.0.1. I updated both my phone and the Apple Watch are up to date but I do have service through boost if that maybe the issue.
