Securing Your Account:

I. Use a new eMail Account for Apple:

From everything I’ve read above - I recommend one more thing in regards to credentials: create a new eMail address and assign it to Apple.

Consider Modifying your Credentials:

II. Report the eMail:

Yes. This eMail you speak of seems no more than a phishing scam scam. So, report this to Apple and the Government (if an option):

A. To Apple: Forward the message to: reportphishing@apple.com

B. To the U.S.A. Government: (In the US. Only): Report Phishing Scams' Info at www.ftccomplaintassistant.gov

Then...

II. Remove the Message: from your Trash and your Archive folders.

iCloud email is also vulnerable to phishing attempts. Just like there was an Apple warning about phishing phone calls earlier in the year. Apple is incredibly secure and is constantly looking to increase levels of security. As Users we have a responsibility to be hyper aware of details , to be conscious of who has our iCloud email and how it is used. To never click on unknown links, eg. COVID has also unfortunately, brought out lots of bad actors and scammers. In all walks of life. You no longer need to be “high profile” or have lots of money to be subject to such attempts. It’s very sad but seems to be true. This is only my own opinion and experience .
