Has anyone found anything that works.
I have tried resetting settings. Sining out of Id. Switching off and on both iMessage and FaceTime. Have also tried to click on phone number and sign in with id still doesn’t work. Also checked and Id is the same for my email. Have logged in to Id online and all contact info the same?
Any help if someone knows would be great.

Neither finally got it sorted went on chat to apple at some point there was a block on my iMessage so that’s why it wouldn’t activate using iCloud Id. But thankyou for trying to sort for me.
Now I understand your question and what are attempting to accomplish. The error message is clear that the system thinks that your iCloud account is signed in with a different Apple ID than your Messages in settings. So, either they are signed in with differently, as indicated, OR one or both of them are not signed in properly.
I know that you have checked but double check. Ensure that in Settings ➔ Apple ID (Your Name at TOP) is signed in with the same exact email address as the one being used to activate the Messages app.

I am reading the title of your post and attempting to associate it with your message. I am having difficulty understanding the question when I think of the two.
The Share Name & Photo is a separate function and the name and photo is not based on what shows on your Apple ID. You can change your Name and Photo for iMessages in the Settings ➔ Messages section.

Question - Is your iPhone issued by an association or your workplace by any chance? OR do you get your emails for your workplace on this iPhone? I ask because some organizations install a profile on the device before you can access their data and in most cases limit some functions and strengthen others.

I recommended that procedure because I saw that in one of screen shots the error was, "iMessage Activation, an error occurred during Activation. Try again". You stated that your FaceTime and iMessage work fine. When you send a Message to an iPhone owner then what color are the text bubbles?

Not getting you there to be honest, I am trying to use the function that is there but never works as says iCloud account and I message aren’t the same but they are. Do you have a idea of why it doesn’t work I have tried every validating method but still won’t work.
What are you finally attempting to achieve? How are you validating whether your name & photo is being shared over an iMessage window?

Ok this is what I mean that won’t activate.
It is also I can’t activate it to use my email both message and FaceTime say this. Both are only working through mobile number.
