Can I pay the iCloud $.99 monthly fee for the year??

Please advise if I can pay the iCloud storage fee of $.99/month as an annual payment. If so, how do I complete??

No, annual payments are not available, but Add money to your Apple ID balance - Apple Support provides you with an option to deposit enough funds for the entire year.
