Storage taken up by “Other”

My iPhone 11 is updated to IOS14 and has absolutely no storage. I’ve deleted most of my texts, my browser history, I’ve deleted apps and I’ve deleted 3000 out of 4000 of my photos and “Other” is still taking up a whopping 40GB out 64GB and I cannot figure out what I’m supposed to do to clear this! Please help me!
