Is there a way of accessing 32 bit applications on Mac running Catalina
I need to set up a Slingbox Solo and the SlingPlayer application I need to use is 32 bit, so won’t run on Catalina

Only by running an older version of macOS within a VM, such as Parallels, VMware or VirtualBox. But you're running a virtual computer and a second OS within the same system resources. Meaning, you should have at least 16 GB of RAM installed or everything will crawl.
Create a dual boot computer. Use an external drive and install a 32bit OS on it that supports your legacy software. Use the 64bit current OS for modern apps and the old/legacy OS for old apps. You’ll have the best of both worlds.
That too, but only if the Mac is capable of booting to an OS lower than Catalina. But of course, since the OP is asking about how they can run their 32 bit apps, it's a given the Mac can at least boot to Mojave, if not older.
While a 2019 Mini would have saved me $800 over what I paid for the exact same configuration on a 2018, the plus side is it will boot to Mojave. I put the CS6 Master Collection on that partition, mostly so I could continue using Encore CS6 for DVD and Blu-ray disk authoring.
Get in touch with the developers of the app and ask them why it is taking
so long to provide a 64bit version of their software.
Mind you I have just had a look at their website and their instructions say you need
to be using a mac running Mac OS X Mavericks or newer, there is no mention
of Catalina so these instructions are very old so I doubt they are interested in updating,
even their icon for Safari is the old skeuomorphic icon.
Is there not a similar app that is 64bit you can download and install.
