'The ability to share iCloud folders requires an iPhone or iPod touch with iOS 13, an iPad with iPadOS or a Mac computer with the macOS Catalina 10.15 software or newer. Before those software updates were available, you could only share iCloud files, not whole folders. This feature is currently unavailable through the web interface at iCloud.com.'
The page gives detailed instructions on how to do this. iOS 13 will be released on September 19th, OSX Catalina shortly.

I have not the share button or "Add people" button on iOS 13.1 . But why? 🤔

Me too. Today I was trying to share a folder but I have no option to do this on my iPhone (iOS 13.2). Can anyone please explain if this functionality is available?

my question still stands. I don’t see any folders and specifically, Photos. I want to group photos in folders and share accordingly, not albums. My internal organizational comprehension is based on folders rather albums and that applies also to other types of documents it files of any type.
