Final Cut Pro X / video newbie...
Can I place a simple border around a scaled image in Final Cut Pro X? I can only get it work on all four sides on the 100% scale. Zooming in this happens... I just get my little border running along the bottom of the frame....

How did you create that border?
There is a built-in Simple Border effect that you may want to use for this purpose. It is in the Stylize category:
Rereading this, I think that you are already using Simple Border.
I think I understand the problem. When you apply the border and scale the clip, the border scales with it. But some parts of the clip end up offscreen, and so does the border.
The solution is this:
1) Scale the clip as desired
2) Select the clip in the timeline, and press Option-G to make a Compound Clip.
3) Apply the Simple Border to the Compound Clip.

Yes... I now the simple border effect and was using it on my video previously.
Only I want to zoom in on the video, enlarging it to get a better crop.
When I do this, the Simple Border Effect sticks with the original 100% sale image.
It doesn't add the simple border to the cropped image.
Do you see what I mean?
When I zoom or crop, the effects attach to the original file, not the modified frame.

Any thoughts? I have a feeling I just can't get a Simple Border to fit around an edited crop of my video in Final Cut Pro X. I was wondering if perhaps I can do this in another programme, like Apple Motion.
