How to transfer iCloud storage from old phone to new phone after restoring Apple ID?

I got all my contacts and photos, but I wanted a full restore from my old phone. My apps are no where present, nor categorized by folder which I set up in my old phone. Can’t I just restore my new phone with my old phones last full backup?
The reason why I can’t do the same steps is because I’m traveling overseas and got locked out of my new phone, thereby waiting 7 days to restore my iCloud account. I finally did that and now I’m having trouble restoring from my last phone.
Login to the new device with your Apple ID. iCloud storage is by Apple ID, not by device.
