Is it possible to create widgets form specific apps

Is there a way to add apps to the today view if it doesn't come with its own widget?

iOS “Today View” Widgets Hi, I was wondering why there are two different sections for widgets in the today view and why they aren’t simply merged together. Here’s what I mean. There is the main section - at the top - which is currently populated by a single “Tips” widget (as a placeholder for this screenshot). At the bottom though, there is a “Customize” button. The screen shown after that is displayed in Image 2. As you can see, I can add different apps here, but I could also add some of these (such as YouTube Music), via the top option (shown in Image 1). Other apps, such as Proton VPN only support the second option. Likewise, most apps (such as Tips), only support the first option. Is there any reason for there being two sections? I’ve always wondered why and I think Apple should just merge them.
