Since my phone updated to 14.0.1 the Apple Watch is no longer honoring the "notifications off" setting for my messages. I have triple checked that the setting is still there and it is just ignoring it now. And I tried restarting the Apple Watch.

It sounds like you've turned off notifications on your Apple Watch for Messages but are still getting them. In this scenario, if you haven't already, we recommend backing up and updating your iPhone to iOS 14.1 as shown here: Update your iPhone, iPad, or iPod touch
Likewise, in addition to power cycling your Apple Watch, we also recommend restarting your iPhone.
