So, I visited the store today & discussed this with the staff. If the region is changed to something other than UAE, Facetime will be available as normal.
Yes. I was there today & was told that facetime is available as normal if region is changed to outside of UAE.

Things have changed. Ever since iOS 13.6, if you change the country/region on Uae phones, FaceTime will appear.
