Would I notice a performance difference (general sluggishness/bootcamp vm) if a 2012 macbook air goes from 1.7Ghz to 2.0GHz, 4gb to 8gb ram logic board?

Want to max this thing out, there's big sur patches happening soon for my model as well, did the ssd, battery, logic board is the only new thing I can get.

It runs fine but memory is like almost always 80% usage doing not much but some spotify and chrome, don't like that, and takes few minutes by the time all my apps load at startup.

It's kind of dumb buying a pre-owned logic board because they're expensive, but if I sell my current one after replacing and only pay the difference (there is strangely a market on ebay), it's reasonable price.

If I want to get a new mac I'll get a new ARM mac not some 2017 model for 2 grand, that doesn't make much sense so I'm going to use this one until then.
