As far as I got it, Migration assistant must be applied only when setting up new right-from-the-store-ish Mac. But what if I found my old windows laptop and want to transfer some data to Macbook? Is it possible to do so or not?

Move your data from a Windows PC to your Mac - Apple Support
If you are just copying files (from a Windows PC to a Mac) you can use an external hard drive to shuttle the files from one to the other.
It can be run later, but will need to make a new user to migrate stuff into.
