I recommend connecting the two computers using a USB cable. An Ethernet cable will also work but is slower. I recommend against using Wi-Fi or a network as they are too slow for the amount of data to be transferred and corruption of the data often occurs. As I understand it it is necessary to download a PC version of Migration Assistant which must then be installed into the PC. Have you done that?
