Bootcamp doesn't charge USB Devices after shut down

Hi,

I want my Bootcamp to charge my USB devices while being shut down (headset, mouse). If I shut it down while running MacOS it charges completely fine. I enabled fast shutdown and changed every usb port in the device manager (find pictures attached)

Every help is greatly appreciated!
