How can I back up my voice memos so that I can keep them in my iCloud but free up storage in my phone?
I have like 14GB of voice memos and I don't need them on my phone, so how can I remove them but keep them in the cloud?
I am hoping that there is something better than sending them one-by-one to my email or something.

Voice memos aren't considered a part of a backup as this is what iCloud backs up -- What does iCloud back up? - Apple Support, but they are kept in iCloud.
As for your question about keeping the voice memos in iCloud and not on your device, iCloud neither works like that nor designed that way; therefore, you cannot "remove them but keep them in the cloud".
