Voice memos in icloud

I back up my voice memos from iphone to icloud but I cannot access them anywhere on icloud. A response in this community share said voice memos "are backed up in icloud but not accessible in icloud". That certainly seems to be my experience but what does that mean? Why?? There is no way for me to confirm that these are backed up. I would like to see them and access them. This is ridiculous.

As it reads: "They do not include information already stored in iCloud such as Contacts, Calendars, Bookmarks, Notes, Reminders, Voice Memos[...]"
