Family setup without cellular Apple Watch

can you set up a non cellular Apple Watch with family setup? Otherwise can you somehow pair it to a 7th gen iPod touch.

does the writing under the * mean that you could use any Apple Watch (cellular or not) on watchOS 7?

Yes but there are some features of the watch that won't work such as ECG,sleep tracking etc.
