Cannot transfer files into my iCloud drive

iCloud drive is working I can transfer files from one folder to another I can open them I can download them onto the Mac, IPhone etc BUT I cannot upload anything into the iCloud Drive. Whatever I try to upload it to iCloud gives an error message cannot upload at this time try again later... this has been going on for about a week.
