How to rip CD albums with a PC, and play them on an iPad using voice control?

As my wife has low-vision, she'd like to listen to her CD albums on her iPad, playing and pausing them with voice commands.

I know how to rip CDs with Windows Music Player, as I'm familiar with Windows operations.

But being new to the iPad, I'd appreciate learning how to make my wife's albums accessible to her iPad (e.g., by transferring them to her iPad directly, or by putting them in some kind of cloud storage).

Also, once on her iPad (or cloud storage), I'd appreciate learning how to play them using voice commands.
