No. Unless licensed media is purchased and downloaded to your iOS/iPadOS devices, legitimate copies derived from optical media can be “ripped” to iTunes - iTunes being installed on either your PC or Mac computer.
The reason for this intentional limitation, deliberately imposed by Apple, is to protect Copyright. The iTunes Application on your PC/Mac maintains an authorised copy your media - whether this material is loaded from a CD, or downloaded from the Apple iTunes Service - and media derived from this library can be transferred to your iThings.
Sorry no, since iPads can't "see" any optical drive (CD-DVD-BluRay).
