I can’t recover my Apple ID password.I have my gmail address and mobile number but can’t recover it

That isn't a reset email. Apple is evaluating your request to reset the password as the screen shot shows. When Apple thinks its evaluation is over and complete, they will send instructions to the phone number.

It isn't showing after you receive the Notification? If you are using a VPN, have you tried shutting it down, and then trying to reset the password?
