I’m a tourist and I want to buy a phone from New York, Am i eligible for a tax refund?

Also, if you buy a phone in the US and you live in another country, the phone you buy in the US will have NO warranty in your country. If anything goes wrong with the phone, you will have to physically bring it back to the US for service or replacement.
