I am purchasing an iPad. I want to still use my apple ID and have my photos in icloud but I don’t want my photos that are on my iPad syncing to my phone and mac book, and vice versa. How do I do this ?

The guy below is correct. The only thing I could add, which is trivial and probably unnecessary, is that when he says "name" he is referring to the upper most "box" available to click into. The "box" would have your picture, name, and then below that the categories are Apple ID, iCloud, Media & Purchases.

It will but whatever is on your iPad, will stay on your iPad providing it has enough storage space on it.
Do not turn on Photos (Settings > Name > iCloud > Photos) on the iPad.
