We understand you're unable to reply to messages. We're happy to help.
So you said you're unable to reply when you "pull down a message". It sounds like you mean you're unable to reply directly from a message notification. If this is correct, here's some things to check:
Go to Settings > Touch ID & Passcode, then under the Allow Access When Locked section, make sure the Reply with Message option is enabled.
You'll also want to check in Settings > Notifications, to make sure the Show Previews option is set to Always.
Use Messages on your iPhone, iPad, or iPod touch
If these settings are already correct and you've previously had the option to reply from message notifications, we'd also recommend restarting the device to see if that fixes the issue.
