I solved this and the inability to print by following these steps exactly:
Go to 123.hp.com
Do NOT put in your printer type, instead use the "My device is not listed" link. This takes you to a more generalized tool to download.
Click the Download button. The application "HP Easy Start" version 2.9.3 will download.
Open this app... do NOT go beyond the first screen. Instead, look under the HP Easy Start menu next to the Apple menu, and select and choose "Uninstall HP Software..."
This launches the Uninstaller. Click Continue. Then it takes quite a while to remove all HP files.
When it's done, there is a button to relaunch HP Easy Start, called "Set Up New Device". Click that.
This time "Agree" and hit the Continue button. Make sure of the listed things on the next screen and click Continue.
Select your printer (mine is a printer on the network, it just shows up by its name, e.g. "Anubis") and click Continue.
Click "Install" in the next panel. The 'essential' software is downloaded, and permission must be given to proceed with installing.
Installation seems to take a long time. When it is done click Continue.
At this point you can set up Status and Alerts. I don't know what happens if you do, I just skipped that step by clicking Continue.
In the next panel, click "Add Device..." button. That doesn't take long. Then click "Print Test Page".
If you are lucky like me that page prints. Click Continue. Next is to set up online access things. I didn't really want that, so when I clicked the "Continue Online..." button I did NOT click the "Register My Printer" button in the web page that opened. You might want to.
I confirmed that printing from an app actually works, and then restarting the computer did NOT result in the "damage" warning.
YAY.
Worked on a Catalina iMac and a Mohave MacBook Air.
Great advice. I don't even have an HP Printer so I removed software via the steps you described and the annoying pop up has gone away. Interestingly, I wasn't seeing the pop up on the Sys Adm account, only on a user account. Removing the HP Software did the trick, and I stopped after that, didn't need to "install" any HP printer. I was using Catalina.
My scanner works. I installed the printer software directly from the HP website. I originally got my printer working by:
After downloading and installing the HP Printer Software Update 5.1 my dad's printer/scanner both work with Catalina but I am worried to tell him to update to Big Sur. Can anyone confirm whether this problem is still fixed, or returns, after installing Big Sur?
I feel like it is not good to update HP from apple although they have had plenty of time to update their files with the right SW. Apple has always downloaded the HP software like they do for all other printers and then allowed them to update automatically the way all other SW does. This is just a bad update file and to replace it quickly from HP should have been easy.
Thanks for your reply. Should I let apple know or do they see it here. Many thanks
Thank you kindly Rolaa.
That has helped.

Superb! 👍
Didn't work for me :(
Same problem as others....how to eliminate the HPDeviceMonitoring message that continuously pops up! Very, very annoying.
Did you recently update your mac? Mine did late last night and all of a sudden today I get this annoying pop up.
Interesting, I have no such file (com.hp.devicemonitor.plist) in either ~/Library/LaunchAgents or Library/LaunchDaemons
I followed this advice. It did NOT resolve the problem
I followed your advice but there files your referred were not there so I could not delete them
My most recent file was also com.adobe.fpsaud.plist in September. I deleted it but it hasn't helped
Oh by the way, I do not have a printer, so the printer can not be the problem for me.
