I solved this and the inability to print by following these steps exactly:
Go to 123.hp.com
Do NOT put in your printer type, instead use the "My device is not listed" link. This takes you to a more generalized tool to download.
Click the Download button. The application "HP Easy Start" version 2.9.3 will download.
Open this app... do NOT go beyond the first screen. Instead, look under the HP Easy Start menu next to the Apple menu, and select and choose "Uninstall HP Software..."
This launches the Uninstaller. Click Continue. Then it takes quite a while to remove all HP files.
When it's done, there is a button to relaunch HP Easy Start, called "Set Up New Device". Click that.
This time "Agree" and hit the Continue button. Make sure of the listed things on the next screen and click Continue.
Select your printer (mine is a printer on the network, it just shows up by its name, e.g. "Anubis") and click Continue.
Click "Install" in the next panel. The 'essential' software is downloaded, and permission must be given to proceed with installing.
Installation seems to take a long time. When it is done click Continue.
At this point you can set up Status and Alerts. I don't know what happens if you do, I just skipped that step by clicking Continue.
In the next panel, click "Add Device..." button. That doesn't take long. Then click "Print Test Page".
If you are lucky like me that page prints. Click Continue. Next is to set up online access things. I didn't really want that, so when I clicked the "Continue Online..." button I did NOT click the "Register My Printer" button in the web page that opened. You might want to.
I confirmed that printing from an app actually works, and then restarting the computer did NOT result in the "damage" warning.

Worked on a Catalina iMac and a Mohave MacBook Air.
The issue is definitely caused by the installation certificate (which is part of the driver's package) being revoked. If you have a newer HP printer, the solution through the Easy Start app will work. If you have an older printer, as I do, I recommend you download a fresh driver package from the Apple site at https://support.apple.com/kb/dl1888?locale=en_US . I would also suggest that you completely remove your old drivers before installing this one. It worked for me.
really it seems somewhat unlikely that you could remove printer software and still have your printer work. more likely is you run the HP installer 5.1 and it removes the hold software for you and installs the newer version. I'm not highly technical but that makes sense to me as a regular user.
Here is what worked for me. I found it by happenstance. I downloaded HP Easy Start. It did not work. I left it on my Desktop. I went to the troublesome HDPM.framework dialog box and clicked the "OK" button. The folder with the HP folders opened. At that point HP Easy Start opened. I ran HP Easy Start. The problem went away.
Seems like things a bit more complex for some users. I also received that message repeatedly today after restarting MacBook Pro 2016 OS 10.15.7.
I used a file finder application ( Find Any File) and could only find one copy of the troublesome folder "HPDeviceMonitoring.framework".
For convenience I restate the folder can be located by following this pathway HD>Library>Printers>hp>Frameworks.
I then removed the folder and backed it up onto an external device in case its removal broke HP app.
I have had no issues since removing that folder, HP printer is working well, as before, with no problems.
I will consider a remove and reinstall of software if any problems do arise in the future, thanks for the information.
Also, appreciate warnings about fake malware sites, they certainly did pop up when I started looking into the repeated warning of damaging the computer notification.
I chose "show in finder" then deleted the folder it took me to and 1 more folder and then when I went to print it said I needed to install required software. I clicked install. It started printing. Success after 2 hours of going through these suggestions and up to yours.
Ya, but is your printer still working? I think this is a false positive as I have installed nothing, just did an update, now I have Malware, I don't think so, and deleting necessary files in not a good fix. I have an old HP 8610 printer that is sure t quit working of you delete files it needs, and will likely be hard to get working again as others have noted. Since, it wont go away, I just parked the popup somewhere on my screen, and will await for apple to correct their error.
I think I told him to turn off his printer and then to delete the printer from his System Preferences > Printers & Scanners. Also, I may have told him to check in Finder > Go to Folder ... /Library/Printers and delete the HP printer folder. That post date on that link is from 2017, but I had dad install the software, restart his Mac, and turn on his printer at which point I think it asked to add the printer in System Preferences > Printers & Scanners ... which he did. I don't even know which HP printer he has. He tested the printer and the scanner and everything worked with Catalina, but I don't know if it will still be fixed after installing Big Sur??
There are other community discussions in order to fix this problem. Basically, you need to turn off your printer, then delete your HP printer software from the Printers & Scanners list in the System Preferences, turn on your printer, which should lead to it asking to download the HP printer software. After installing the printer software everything should work again. Not sure exactly, if that will work for everyone but it worked once! Haha.
Check also /Library/LaunchAgents without the tilde at the beginning.
New. Update on IMac corrected the printer problem. Thanks for all your help. Lindenbaum
Search for "Time Machine" and it should find your backup app, if you are using this default backup app for the Mac.

I have read other forums blaming Catalina 10.15.7, but I am running Catalina OS 10.15.6.
Followed “Rolaa’s” advice and worked for me. The culprit was in the “~/Library/LaunchAgents” folder. File was downloaded 19 Oct.

Immediately after launching the Easy Start, look under the menu. If you do any action before that (other than launching) the Uninstall menu item will be dimmed and unavailable.

Mgconnah, a few people have reported this problem. If you do Get Info on the downloaded app, how many bytes does it show for size?
